H.E. Dr. Mohammed bin Abdulaziz Al-Khulaifi

Minister of State, Ministry of Foreign Affairs, State of Qatar
His Excellency Dr. Mohammed bin Abdulaziz Al-Khulaifi was appointed Minister of State according to the Amiri Decree No. 5 of 2023.
 
Prior to that, His Excellency was appointed Assistant Foreign Minister for Regional Affairs according to Amiri Decree No 10 of 2022. Before joining the Ministry, Dr. Al-Khulaifi held the position of the Dean of College of Law at Qatar University. He received his Bachelor’s degree in Law from Qatar University. He also obtained a Master's and PhD degrees in Law from the University of California Berkeley, USA. He authored and published a number of articles and research papers in the field of law.
 
Dr. Al-Khulaifi has joined several State councils and committees, including the Board of Directors of Qatar Foundation for Education, Science and Community Development, the Board of Directors of the Qatar Financial Markets Authority, the Board of Directors of Doha’s International Center for Interfaith Dialogue, the Permanent Committee on the international Law of the Sea in the Ministry and, the Permanent Committee on Legislative Affairs at the Council of Ministers.
 
Dr. Al-Khulaifi served as a legal advisor to His Excellency the Deputy Prime Minister and Minister of Foreign Affairs of the State of Qatar in 2018, and Agent of the State of Qatar before the International Court of Justice in The Hague in 2018. He also served as a lawyer before the Qatari Court of Cassation, and an adjudicator at the Qatar Financial Center Regulatory Authority in 2017.
