H.E. Dr. Khalid bin Fahad Al Khater

President and Founder, New Ground Research

H.E. Dr. Khalid Fahad Al-Khater is the Director of the Policy Planning Department at the Ministry of Foreign Affairs of Qatar, which he was tasked with establishing in 2017. In this role, he has spearheaded key initiatives including the Ministry’s framework for bilateral Strategic Partnerships, regional security initiatives, comprehensive geopolitical and geoeconomic assessments, and forward-looking policy recommendations.

From 2014 to 2016, Dr. Al-Khater served as Ambassador to the Kingdom of the Netherlands and Permanent Representative to the Organisation for the Prohibition of Chemical Weapons (OPCW). Prior to that he headed Qatar’s climate diplomacy as Chair of the COP18/CMP8 Presidency Negotiation Team, which culminated in the landmark “Doha Climate Gateway.” From 2006-2011 , he worked at the GCC in several leadership positions. After graduating he worked in the Amiri Diwan for 11 years.

Since 2023, Dr. Al-Khater is also the President and Founder of New Ground Research, an independent think tank and foundation he established to advance innovative initiatives for a "Shared and Responsible Future." Key initiatives include the Global Initiative to Combat Islamophobia and Antisemitism (GIIA), the Next Middle East Initiative (NMI), and the Mediterranean Intercultural Narrative Initiative (MEDINA).

Focusing on International Relations, he holds a Ph.D. from the University of Zurich (2018), M.Sc from SOAS (2001), BA from George Washington University (1992).
