H.E. Carlos Arturo Hoyos

Vice Minister of Foreign Affairs, Republic of Panama

Carlos Arturo Hoyos is the current Vice Minister of Foreign Affairs. He served as Vice Minister of Foreign Trade from July 1, 2024, to April 21, 2025, when he was appointed as Vice Minister of Foreign Affairs, under the administration of President José Raúl Mulino.

He is a prominent Panamanian lawyer with a strong academic background and extensive professional experience in international law. He holds a bachelor’s degree in law and political science (Summa Cum Laude) from the Universidad Santa María la Antigua, and later obtained a Master of Jurisprudence (Magister Juris) from the University of Oxford in the United Kingdom, specializing in International Economic Law, Contract Law, Private International Law, and Comparative and European Corporate Law in 2012, through the prestigious Chevening Scholarship, a meritsbased scholarship awarded by the Foreign and Commonwealth Office (now Foreign, Commonwealth, and Development Office) of the British government.

His professional career includes prominent roles in various institutions and renowned law firms. In 2015 he founded the firm Hoyos & Asociados, focusing on corporate law, real estate, civil law, administrative law, and international arbitration. In 2020, Hoyos & Asociados merged with Veló Legal, a leading legal-tech focused firm in Panama, where he is partner.

His solid academic background, coupled with diverse and substantial work experience in both the public and private sectors, positions him as a leader in his field, with a special focus on international transactions, corporate law, and complex litigation
