Dr. Héctor Cárdenas Suárez

President and CEO, The Ergo Group, Inc.; President Elect of the Mexican Council on Foreign Relations (COMEXI); Professor of Practice in Public Policy and Faculty Director of the MPA program at the Goldman School of Public Policy, University of California, Berkeley. Héctor Cárdenas is a visionary executive and consultant with 25 years of experience at the forefront of public policy, international cooperation, and digital transformation in the public sector. As CEO of The Ergo Group, he has led pioneering initiatives that blend advanced technologies with policy reform, particularly in the fields of artificial intelligence and regulatory innovation. His expertise spans both the application of AI to enhance government operations—especially within regulatory agencies—and the critical task of shaping policies that regulate AI itself. Cárdenas has worked extensively on building government capacities through organizational transformation, focusing on digital transformation, process improvement, and fostering stronger relationships between government and citizens. His efforts have enhanced the effectiveness of public sector institutions across North America, including key engagements with the US Department of Labor, USAID, the Inter-American Development Bank, and the World Bank. His consulting work has supported government agencies in Mexico, Canada, Singapore, and Panama, helping them streamline operations, embrace innovation, and improve service delivery. A recognized thought leader on US-Mexico relations, Cárdenas teaches a graduate-level course on the topic at UC Berkeley and serves on the board of COMEXI. He has also contributed to policy discussions as a member of the Woodrow Wilson Center’s Working Group on Migration and Nacional Financiera’s California Business Advisory Board. With a Ph.D. in Public Policy from UC Berkeley, and a Master in Public Administration from France’s École Nationale d’Administration, Cárdenas brings strategic insight and global expertise to every project.
