Dr. Decius Hikabwa Chipande heads the African Union Sport Council (AUSC) Secretariat, a Specialised Technical Office of the African Union responsible for promoting sports development and sports for development in Africa. Prior to joining the African Union, he was a lecturer of sports studies at the University of Zambia in Lusaka and is author of multiple publications on political and social history of sports. Over his career, Dr. Chipande has worked with inter-governmental sports organizations and international NGOs involved in sports development and sports for development. In these roles, he was responsible for promoting quality sports development and using sports to promote economic and social development. Dr. Chipande has a Ph.D. from Michigan State University in the USA, a MSc Sports and BSc Sports degrees from the Norwegian School of Sport Science in Oslo.
