Dr. Nilab Mobarez, a surgeon and public administrator by profession, is the former Chairperson, and Secretary General of the Afghan Red Crescent Society (ARCS). She is currently serving the International Federation of Red Cross and Red Crescent (IFRC). Dr. Mobarez directed the ARCS during difficult times of war, COVID-19 Pandemics and political instability. She was, also founder/CEO of INGO’s for medical Institution Building. Dr. Mobarez earned her MD from Kabul Medical University (1984), and her MPA focused on conflict studies and leadership of international and nonprofit organizations, from Syracuse University (2016).
